After FCC chairman Tom Wheeler confirmed that FCC wants to lift ban on in-flight voice calls and called this ban outdated and restrictive, he received a lot of complaints. And probably this is the reason why he changed his mind, because now he agrees with customers, who want to keep this ban. But even if FCC lists the ban, still carriers will be the ones that will that to decide if they will allow in-flight voice calls.
